For owners of vehicles registered before April 1, 2019, the process of upgrading to HSRP Number Plate can seem confusing, especially since enforcement timelines and rules differ state by state. Don’t worry, it’s easier than you think, and getting compliant protects you from fines, theft, and future hassles.

Why Upgrade? (And Why Now)

The Indian government has made HSRP mandatory for new vehicles and, increasingly, for older vehicles too. But the timing and process for old vehicles varies by state – some states are actively enforcing deadlines, while others may still be rolling out the requirement. This is why it’s so important to check your state transport department’s latest notifications

What Do You Need Before You Start?

  • Your vehicle’s Registration Certificate (RC)
  • Chassis number and engine number
  • Valid ID proof
  • A digital payment method (UPI, debit card, etc.)

Step 1: Check If Your State Has a Deadline

First, check if your state has announced a specific deadline for HSRP retrofitting for old vehicles. Many states (like UP, Rajasthan, Karnataka, Delhi, etc.) are now strictly enforcing HSRP compliance for older cars and bikes. If you wait too long, you could face a penalty.

Step 2: Find Your Authorized HSRP Vendor

Don’t trust your local number plate shop!
Only Ministry of Road Transport and Highways (MoRTH)-authorized vendors are allowed to manufacture and install HSRP.

Step 3: Apply Online

  1. Most states have made the HSRP application process fully digital. Here’s how it works for retrofitting older vehicles (registered before 1st April 2019):
  2. Visit your state transport department’s website.
  • If your state has assigned retrofitting through the vehicle manufacturer (OEM), you’ll be asked to select your vehicle brand. You’ll then be redirected to the official HSRP vendor associated with that OEM.
  1. Alternatively, if the process is based on RTO code, you can enter your vehicle registration details (e.g., RJ 02), and you’ll be directed to the vendor assigned for that specific district and RTO.
  2. Once on the vendor’s website, you’ll need to enter the following details:
  • Registration number
  • Chassis number (last 5 digits)
  • Engine number (last 5 digits)
  • Pick an authorized dealer or center near you
  • Select a convenient appointment date/time
  1. Pay securely online.
  • Fees vary by vehicle type (car/bike/commercial) and state.
  • You’ll get a confirmation via SMS or email.

Step 4: Visit the Fitment Center

On your chosen date, take your vehicle, RC, and ID proof to the fitment center. The authorized technician will:

  • Remove your old number plate
  • Fix the new HSRP with tamper-proof snap locks
  • Place the color-coded windshield sticker (for cars/SUVs only)
  • Update your fitment status in the VAHAN database

Double-check that your new plate has all the security features:

  • Laser-etched 12-digit code
  • Ashoka Chakra hologram
  • Reflective film and “IND” branding
  • Snap-lock fitment
  • Color-coded sticker (if applicable).
