NewZNew (Chandigarh) : Haryana Chief Minister Mr. Manohar Lal launched CM Web Portal, CM Window in all districts and online registration of sale deeds in eight tehsils here today on the occasion of “Good Governance Day” which is celebrated today all across the country.
Later, while addressing the Administrative Secretaries present on the occasion and Deputy Commissioners present through video conferencing, Mr Manohar Lal said that State Government plans to carry out property indexing of individual as well as area population so that a consolidated data base can be prepared to meet out the requirements of particular vicinity or region.
The software of CM web portal has been developed and designed by M/s Weexcel Softwares Private Limited with the assistance of Department of Information, Public Relations and Cultural Affairs. Anyone could visit CM web portal at haryanacmoffice.gov.in.
While paying rich tributes to Pandit Madan Mohan Malaviya and extending good wishes to former Prime Minister Mr. Atal Bihari Vajpayee on this occasion, the Chief Minister thanked the Union Government for awarding these two great personalities with country highest civilian award “Bharat Ratna”. The present new state government has completed about two months and it has been observed that a lot of individual as well as public grievances are pending for last many years. The government has initiated this entire process to redress all such grievances promptly, he added.
He said that State Government is giving priority to ensure minimum administration-maximum governance and try to provide benefits of welfare schemes to all. The new system would bring transparency in governance and ensure prompt redressal of people grievances as well as zero tolerance for corruption. He also directed the Deputy Commissioners to start work on the new system and show their best performance in this direction. The complainant should be fully satisfied with the redessal of his complaint, he added.
Apart from all district headquarters, CM window has been launched by Finance Minister Capt. Abhimanyu from Haryana Bhawan, New Delhi. All Deputy Commissioner informed the Chief Minister about the launching of CM window in their respective districts.
Earlier, the Chief Secretary Mr. P.K. Gupta welcomed the Chief Minister on this occasion and said that the new IT based system would help in bridging gap between government and common people and grievances would be redressed speedily.
Director General, Information Public Relations and Culture Affairs Department Mr. Abhilaksh Likhi informed the Chief Minister about various features of CM Web Portal and added that web portal is available in three languages English, Hindi and Punjabi. Anyone could connect with the Chief Minister by surfing on facebook and twitter. Apart from this, important press releases, information about Chief Minister’s office, Council of Ministers, Chief Minister Speeches and a unique gallery comprising of audio, video and photo are available on web portal. The link for Samvad magazines has also been provided on this web portal.
The CM web portal has been designed on the pattern of Prime Minister Office and additional links have been added to this. An important feature of the web portal is ‘Share your Ideas” where anyone can share his ideas with the Chief Minister’s office. Public suggestions and views can also be submitted on this web portal whenever the government invites any suggestions or views while framing any policy. The link for CM Grievances Redressal system has also been provided on this web portal for submitting the grievances.
OSD (Grievances) to Chief Minister Mr. Bhupeshwar Dayal highlighted the features of grievances redressal system. CM Grievance Redressal System has been designed for an efficient redressal of public grievances.
He said that CM Grievances Redressal and Monitoring System is an integrated workflow system based on web technology. On entry into the system, it facilitates system generated unique registration number. The entered data is transmitted between Deputy Commissioners (DCs), departments and their subordinate offices on-line. The system also facilitates online tracking of status of grievances, he added.
He said that any citizen can use the options for his or her grievance representation which is either present the grievance representation at the CM Window at the District Headquarter, office of Ministers or send the same by post to CM Office, 4th Floor, Haryana Civil Secretariat, Sector-1, Chandigarh. While DC’s or Administrative Secretaries would review pendency of grievances online, SMS alert would be sent by the Grievance Redressal Monitoring System to the citizens at predefined intervals and first detailed reply to the citizens would have to be sent in seven days time, he further added.
He said that the City Magistrates in Districts would be the Nodal Officer for coordination and follow up with secure access to the Grievance Monitoring System.
